feat: SuperAdmin bootstrap, i18n sync fix and AssetAssignment ORM fix

- Fixed InvalidRequestError in AssetAssignment (added organization relationship)
- Configured STATIC_DIR for translation sync
- Applied Alembic migrations for user schema updates
